To: The Presidents of National Federations

Dear Sir or Madam,

It is my understanding that since the letter from Mr. Paulo Wanderley, President of the Brazil Judo Federation, was issued on August 25, there has been a lot of rumors and unwarranted complaints from those who have become aware of the contents of the letter.

In some sense, this is understandable because the letter indicated that the hosts for this year’s World Championships may have had some misunderstanding regarding the funding of certain costs, which were crucial to the holding of a successful event.

I wanted to re-affirm with you that the top priority for the International Judo Federation and myself personally is the protection of the interests of the players, and that the primary purpose of the IJF’s existence is to foster the holding of successful international events such as the one planned in Rio de Janeiro.

Yet at this crucial time, it was disappointing to see that from some circles, rather than confirming the relevant facts or offering their cooperation to resolve the present matter, the reaction I have witnessed from some officials was to exaggerate the urgency of the issue, using this opportunity for political purposes, and to engage in unnecessary “finger-pointing” as to who should be held responsible. This was a deplorable situation which should not have occurred.

As indicated in the attached letter received from Mr. Carlos Nuzman, the President of the Brazil Olympic Committee, the City of Rio de Janeiro and the Brazilian Olympic Committee have guaranteed the holding of a successful event, re-affirming the performance by the Brazil Judo Federation of its commitments under the Cooperation Agreement with the IJF, including the coverage of costs related to air travel, accommodations and other expenses for IJF officials and delegations.

Based on the foregoing, I am confident that the World Championship will be successfully held in Brazil as planned.

Sincerely yours,

Yong Sung PARK
President

International Judo Federation

Rio de Janeiro, August 25th , 2007.

MR. PARK, Y.S
President
International Judo Federation.

As you know, the Brazilian Olympic Committee and the city of Rio de Janeiro, with the support of Rio de Janeiro State and the Brazilian Government, realized within the months of July and August, the Pan-American Games and the Para-Panamerican Games, that were a success also reflected in the international Olympic scenario.
As a consequence of the high costs of these Games, our principal partners, the Brazilian Olympic Committee and the City of Rio de Janeiro, could not keep all the commitments made with the Brazilian Judo Federation in the matter of offering tickets and accommodation for the delegations participating in the XXV World Judo Championship, that is going to take place in Rio de Janeiro/Brazil.
For this reason, we inform the International Judo Federation that in order to make the World Championship in Rio de Janeiro feasible, we’ll keep the commitment with the flight tickets and lodging to the IJF Executive Committee, Technical Commissions, Referees and Staff, as accorded before. Nevertheless, we won’t be able to borne the costs of catering and accommodation of the delegations participating in the XXV World Judo Championship.
We are deeply sorry for this situation and we apologize in advance for the inconvenience that we may have caused for all those involved.

Sincerely,

Paulo Wanderley Teixeira
President
